The Indian state of Kerala has an alcohol problem. To tackle this, the local government has imposed a poorly thought-out alcohol ban. They thought that if alcohol was expensive, people would consume less. While local bars in the state are closing in phases, bars in five-star hotels will continue to operate. And people can just travel to the next state to get their booze or engage in illegal consumption of bootleg liquor.
