Step 1: admit that waking up hungover and telling yourself you’re going to quit and then drinking after 3 days and spending lots of money on booze is in fact a problem, a problem pertaining to drinking and thus: a drinking problem. You don’t have to be addicted to alcohol to have a drinking problem.

Step 2: Get a new social circle, via taking up a new social hobby, like playing a sport, learning a language, learning an instrument, doing martial arts, doing standup comedy or something that doesn’t revolve solely around drinking.

Step 3: Don’t tell anyone in your new social circle that you’re a big drinker and try to always hang out with people from that social circle in contexts that aren’t just drinking: like watching a movie together or getting lunch or dinner or coffee or playing video games or exercising or eating icecream or whatever

Step 4: Spend more and more time with your new social circle/s and less and less time with your drinking friends

Step 5: Quit alcohol completely for a month or so, just to do it, then after that, figure out what kind of relationship with alcohol can work for you. Perhaps getting drunk once in a while, or just drinking a little bit, or something that is less damaging to your other goals.
