Bad boy Justin Bieber was caught partying with Chris Brown Tuesday night at Bootsy Bellows in West Hollywood, a club co-owned by David Arquette. Bieber was seen clearly sipping' on a Heinekin, which is a real no-no, since the singer isn't 21 until March of next year. The California Deptartment of Alcoholic Beverage Control is aware of what went down, and the club could be subject to a fine.
